You must add NPC through npgen file of your map, with CTRL+G you spawn NPC like a monster, and you can't talk to him.

can't talk quest becoz you not add this quest to NPC.
edit element : search the quest and add to NPC.
or you can download "element added all the quest" file in forum, your element may be old version sr if my Eng not good
